Great News for Ukrainians in Cyprus: Dual Citizenship is
Officially Recognized.
A historic and highly anticipated change is directly impacting the
Ukrainian community in Cyprus. Under Resolution No. 589 issued by the
Cabinet of Ministers of Ukraine (May 8, 2026), Cyprus has been
officially included in the list of recognized partner countries for
multiple citizenship.
This update follows the landmark Multiple Citizenship Law (No.
4502-IX) enacted earlier this year, expanding Ukraine's list of
"approved" nations from 5 to 33.
What does this mean in practice?
Retaining both passports: Ukrainian citizens who have acquired or will
acquire Cypriot citizenship no longer risk losing their Ukrainian
nationality. Kyiv now fully recognizes this dual status.
No need to renounce citizenship: Conversely, Cypriot citizens with
Ukrainian roots who wish to obtain Ukrainian citizenship are no longer
required to give up their Cypriot passport.
Simplified procedures: For the diaspora, the process is now
significantly faster and smoother through consular authorities,
bypassing old, complex bureaucratic hurdles.
Important Rules to Keep in Mind:
Despite this milestone, there are two crucial legal guardrails that
remain in full effect:
"One Citizen Within Borders": While on Ukrainian territory, the state
recognizes you exclusively as a Ukrainian citizen. This means entering
and exiting the country must be done strictly using your Ukrainian
passport.
Martial Law & Conscription: Holding a Cypriot passport does not exempt
male Ukrainian citizens (aged 18–60) from military obligations or
travel restrictions if they are physically inside Ukraine.
